Often, in the pursuit of personal safety and the safety of loved ones, victims of various forms of abuse and exploitation will seek out new addresses. In order to maintain safety, it is important to keep new addresses secret to avoid retaliation from abusers or to escape stalkers. Refusing to personally disclose your new address is an important step, it can be necessary to have accurate addresses on file for public records of various civil agencies. Fortunately, in the state of Illinois, there is a law that allows for interdepartmental coordination of information while making sure that the address information of a victim is protected from their abuser.

What is the Address Confidentiality Program?

The address confidentiality program in Illinois allows victims of domestic violence, sexual assault, or stalking to protect their addresses from public disclosure in the state. Applicants are considered eligible if they have been victims of domestic violence, sexual assault, or stalking or if they have reason to believe that they are under the threat of abuse and that their address puts them at risk of this abuse. Applicants can designate an address that they do not wish to be disclosed, and upon acceptance of an application, the applicant will have their designated address protected for four years.

At the time of application, applicants will provide a substitute address. This substitute address must be accepted by all state and local government agencies.

How Do I Apply for the Address Confidentiality Program?

Interested applicants may fill out the application that includes the following:

  • Sworn statement by the applicant that the applicant or a disabled or minor person on whose behalf the application is made is a victim of domestic violence, sexual assault, stalking, or human trafficking and that they fear for their safety.
  • A designation of the Attorney General as agent for the purposes of service of process and receipt of mail.
  • State mailing addresses and phone numbers where the applicant can be reached by the attorney general.
  • A designation of the address or addresses that the applicant wishes to protect from disclosure.

Applications can be filed online and are filed with the office of the Attorney General. It is important to note that the false attestation of any aspects of this application is a class 3 felony. Make sure that you are genuinely in need of certification in the address confidentiality program before completing an application.
